The Polis Institute stresses its belief that the social transformations it seeks require break-offs and new policies, which shall only be possible through wide scale social mobilizations and an active and continuous presence of collective representations of citizenry in public forums, directly pressuring governments and acting within participation mechanisms constructed in the last decade.

One may see that the achievements of these new forums of participation of the past may become instruments for co-opting and social control, if there is not a continuous process of politicizing social issues and socializing political issues.

Expanding public discussion on local governments and their policies, on democratization of public administration and the demandability of rights is the path through which citizens' participation is obtained, increasing the challenges, to the whole of society, that involve disputes over public resources and guiding of policies.

This work of social liaising amongst local groups and organizations and networks and forums that are active on a broader scope has resulted in negotiations that can transform social demands into public policy proposals, recognizing the collective dimension of the solutions to the problems of everyday life.

The specific manner in which Polis is involved in this work is based on the generation of knowledge. The critical analysis of municipal management and public policies, as well as the systematization, discussion and dissemination of innovative policies that empower democratization of management and public policies have been selected by us as indispensable elements to the success of its actions.

This knowledge enables the development of processes to train social leaders, democratizing knowledge and enabling leaders to expand the autonomy of civil society. Likewise, it is based on this knowledge that Polis seeks to strengthen local and national civil society forums and networks. Moreover, this knowledge qualifies us to support initiatives of local governments that wish to promote democratization of management and policies, empower the exercise of citizen’s rights within their jurisdictions.

In light of said understanding of its role within the current situation, Polis has selected the following intervention strategies for the period from 2005-2008: Support local groups and social movements in their interventions in public policies, particularly within the city of São Paulo. Strengthen civil society forums and networks. Support government initiatives that promote democratization of management and its policies. Become involved in public debate and to dynamize training processes that propose to expand the agenda of disputes over demandability of rights to social leaderships and to society as a whole.
